The pre-licensing course or the five hours course is designed by DMV for new drivers to enhance their safety driving skills. It is a requirement for all new drivers before getting their New York Approved driving license. For some, the 5 hour pre licensing course is the only opportunity to learn safety driving, defensive driving and basic road rules, among other factors that will affect driving.

Training takes place in colleges, high schools or commercial driving schools. These institutions are registered and accredited by DMV to provide the courses. Colleges and high schools that provide drivers with this specialized training require the approval of NY Education Department. Their instructors and teachers require driver teacher certificates to be allowed to teach. A new driver is one who is making an original application to the DMV. This means that persons whose driving licenses were suspended are not required to undergo special training. They are exempted from taking the course. Drivers whose licenses were waived are also not required to train again.
